Jim, when you stop the process normally it cleans up its pid files. When
you kill the process and/or the machine, the pid files cannot be cleaned
up. When DBMail starts up again, it looks to see if there are pid files,
and if so, if there is a process at the same ID as indicated by the pid
files.
