Given that I left out paragraph 10 of Ian's proposal, I was under the impression that it would be withdrawn and reissued. I had thought Ian was going to do this, but perhaps I should have done so. On the other hand, if opinion is strongly in favor of Aj's proposal, perhaps I should instead try to express why I feel points 3 and 4 of Aj's proposal are at odds and/or what I feel should be done to change policy to be consistent with this proposal.
