I have fixed this by using a subdirectory instead, whose permissions I
have set appropriately.  (Thanks to Joey for the suggestion.)

This means that previous versions of dgit won't work any more.  Also,
trees previosly made with "dgit clone" will have to have their
"origin" remotes adjusted with something like this:

  git-remote set-url origin 
git+ssh://i...@git.debian.org//git/dgit-repos/repos/<PACKAGE>.git
