Modify the social contract to create a new section that would be
distributed alongside main, and put the firmware in there. This doesn't
compromise our desire to keep main free of non-free material, and nor
does it result in us being unable to support vast swathes of users.

Whatever solution we adopt (other than throwing every driver that uses
any hardware containing non-free code out of main) requires altering the
social contract. I see no harm in choosing the course of action that
does most to benefit our users and doesn't cause any increase in the
amount of non-free code on someone's machine.
