You shouldn't need to worry about the CC BY-SA/GPL incompatibility if you keep the CC BY-SA fortunes separate (not necessarily in another package, just another file). As for the copyright holders, I'm not sure what you should put down. Maybe you could put something like "Wikiquote contributors"?
