No, in Debian's current filesystem layout (Debian stable and later;
partly Debian oldoldstable and later) all of these exist.  They are
also used, both by software shipping in Debian and outside.

Dropping them would break existing software.  I'm assuming the Jackson
symlink proposal would retain them for this reason instead of breaking
software for no good reason.
