Thanks all, Ric It sounds like GTK3 themes is taking over. I had a similar situation, by removing all GTK3 themes, I was able to get GTK2 theme installed. It gave me back those menus and the proper spacing. I am now using Orangine in Appearance and Kindaker in Window Manager.
