It does and they do. Quoting from man (8) nscd:
FILES
/etc/nscd.conf
Nscd configuration file. See nscd.conf(5) for more
information.
/etc/nsswitch.conf
Name Service Switch configuration. See nsswitch.conf(5)
for more information.
(my guess is that nscd uses more or less libc's plain old non-caching
resolver, but caches things along their way).
