Nscd does not behave as documented, or its documentation is
incomplete. For instance:
negative-time-to-live service secs

but what is an entry when dealing with both IPv4 and IPv6?

This does not say how partial failures are handled (e.g. SERVFAIL
for an A query and an IPv6 address for an AAAA query).
