The original post looks like a key mapping issue to me, but I don't
have the experience needed to diagnose it more fully. My next step,
if I were the OP, would be to check what xev thinks the " and @
keys are sending. For @, I get (abridged version of the xev output):
KeyPress keycode 50 Shift_L
KeyPress keycode 11 @
KeyRelease keycode 11 @
KeyRelease keycode 50 Shift_L
The OP might also want to look into the TIOCSTI(2const) approach,
rather than the X event approach, depending on the goal. However,
TIOCSTI seems to be on the way out, and may not work at all:
