Well, let's see what the problem is first.  It's a different problem than 
before.

OK, so the weighting is working properly except that it appears that the 
WEIGHT10 is not being triggered, even though it looks like it should.

Here is why the WEIGHT10 test didn't seem to get triggered: Declude used 
the global.cfg file, where the WEIGHT10 test is set to IGNORE.

It seems that there is another issue that can cause the global.cfg file to 
be used, where it should not.  This will be fixed for the next release.
