It was also mentioned to a blank user file with the per user config which would allow all tests to pass. Would this work also?

I just wanted more options. The negative weight works.

The blank per-user file would work, just differently.

Using a whitelist will ensure that the E-mail is delivered. The blank per-user file would work almost the same as whitelisting E-mail that was sent *just* to that one user, but if it was sent to other users as well, it could get blocked.

What I'm finding using the blank user file is that the multiple copy e-mails are about 99% spam. Even large mailing lists, such as Yahoo Groups, send individual messages. So far, so good.
