If there was ever a doubt that these people are criminals and racketeers -
they now have proven it.  They interfere with the Internet infrastructure
and Federal investigative agencies need to set aside teams to track down
these spam rings and bring them to justice.  Once the legal and personal
cost of committing spam gets too expensive, it will lose its attraction to
the majority of "opportunity" operators.
