The only issue I have noticed is that forms designed in XP (even with themes turned off) are a tiny bit bigger when you run them in WinNt/win9x I.e. you might put a button say 3 pixels from the bottom of a form, but hwn you run it in winnt/win2k or win9x it might now be 5 or 6 pixels from the bottom.
I only develop in XP now, its SO much better than win2k etc, and I have had no problems at all other than the above.
