Attaching revive-sqlxmlutil-target.diff which revives the target that adds
xml-apis.jar to the compile classpath.
I've verified that it compiles cleanly both with and without ant.properties
pointing to various JDKs, including the failing case with j15lib defined and
j16lib not defined.
The patch also adds some type parameters to SqlXmlUtil.java to silence compiler
warnings, and it removes some reflection magic that's only needed to make
SqlXmlUtil work on Java 1.4 and CDC.
Running regression tests.
