I am abandoning the previous patch in favor of splitting it up into a series of 
smaller patches. There are too many speed bumps with the big patch.

Attaching derby-6213-06-ab-removeCDC.diff. This patch carves out item (2) and 
part of item (3) from the previous patch, removing the CDC DataSource and 
Driver, and converting the diagnostic VTIs to use the JDBC 4 metadata rather 
than the JDBC 3 metadata. I will run tests.
