Yes agreed, I think I was asking how we could tell that someone was a
file-sharing users automagically, the way we can tell that someone is
an admin.
I think we will always need to depend on the user doing something
explicit.

ACLs, probably-- A user will sign up with different functionality,
oor will go to prefernces to enable additional funcitonality.
