I'm going to attempt to table this discussion for now ;o) It will probably be more productive to have an in-person/over the phone meeting about this issue with all the people who care about it.

I have a feeling there is a mental model mismatch and a design process mismatch that is at the root of our misunderstanding.

no, i don't agree. why would a user turn on a setting if he doesn't
know anything about what it does?
