oooh, Does this mean that non-shared OOTB collections will behave
this way too? Will you always end up with 2 sets of OOTB collections
when you Reload? I didn't notice that before. Or is this unique to
shared collections because they need to maintain the same UUID to be
recognized on the server.

There is a chicken/egg problem we would have to get around: the
Dashboard collection is created out-of-the-box before the reload
takes place, yet the reload would have to be the one to assign the
Dashboard collection's UUID. So I don't have an obvious fix at the
moment. It's probably doable, but hard to pin down the amount of
work and what side-effects it would have, or how many engineers it
would involve. How's that for a fuzzy answer?
