Hey,

As far as I know, some of the devices doesn't require flashing userdata.img, maybe this is your case too.

What happens, after flashing system and boot images, when you turn on the device?

Usually you get a black screen, where you have to flash gaia. if you don't get this black screen, try to check if adb works, if yes then "adb logcat" and/or "adb shell dmesg" will probably help to find what is going wrong.
