There are two Gecko platform prefs for TP, one for normal mode, one for PBM (private browsing mode).
We flip the PBM on by default in Firefox for private windows in both desktop and Fennec. (Technically, one can turn it on in desktop/Fennec normal mode via about:config <about:config>, but there’s no way to turn it on in via UI. ) It shouldn’t be on globally, definitely not. It should be a conscious user choice, in our case the decision to enter PBM.
