Hey guys - I'm the designer of this feature along with Katie. Desktop and Fennec do not offer (via UI) a way to enable tracking protection in regular browsing - it's only available in private browsing windows (it's not a mode). These two platforms offer a default setting (when I open a new private window it's enabled or disabled by default) as well as a control in the control center (tap the lock or globe icon) to temporarily change it.
On fxos, we have the opportunity to make tracking protection available for all browsing windows. Since the default setting controls both types of windows, we chose to have it disabled by default. Fxos will also have a control panel with a way to temporarily enable/disable it but unfortunately this will not make it into 2.5.
