This is a great proposal. Something like a Rookie PR would definitely help
make the project feel more welcoming and inclusive. We should definitely
rotate reviewers for Rookie PRs so more maintainers engage with newcomers.
In my opinion, I think we should encourage community nominations instead of
just votes.
