Are we going to keep it as the first PR strictly? I feel something like one of 
the first 10 or 20 PRs or someone not in the first 100 in this list 
https://github.com/apache/airflow/graphs/contributors might work better. We can 
encourage newcomers to stay longer instead of creating one and leaving. 
Something like `#rookieprotm` works for me. We don’t really need to change the 
self-nomination process. But we probably need to promote this idea more so that 
folks are more willing to celebrate their own contribution.
