There was no formal vote, no. But Aaron expressed very clearly the roadmap for the avalon project on the PMC list and nobody objected.
Aaron is not acting unilaterally, nor it's acting upon an official board request, nor it's acting upon a request by any board directors in particular.
He is acting as the PMC chair, therefore he is responsible for moving thing forward and the agenda he sat is to transfer the non-merlin code over the excalibur and since the merlin development continues somewhere else, this project has no reason to continue and nobody disagreed, therefore the closure.
