I don't believe that there is much question as to whether or not Avalon
should be closed.  The issue is what to do for users/consumers of the code.
I was just at a conference in Colorado, and heard from concerned consumers
of the technology.

We should probably send the majority to Excalibur.  Those interested in
Merlin can be sent to the new Metro project.  There are quite a few
Phoenix-based projects, and those are the one's I'm not certain about.
We'll see what emerges, but I don't know how palatable changing over to Loom
is going to be for everyone.  If necessary, perhaps we can just do bug fixes
on Phoenix.  Not sure whom would be providing the PMC oversight for it.  I
suppose it would be either Excalibur, which makes more sense, or JAMES
(which doesn't).

Remember: if a new community forms around a codebase, it can always be moved
into a more active status.
