I agree with Peter that first need to agree on the policy for
being listed. I also agree with Louis and Cor that a small fee
makes sense.
From my point of view for being listed a company has to ...
... provide a dedicated webpage that explains the services
for OpenOffice.org, e.g. OpenOffice.org must be explicitly
mentioned on the page.
... put one or more links back to the main OpenOffice.org site
on the company web pages, e.g. to make sure that people
are made aware of the larger community (e.g. a link to the
contributing page)
... pay/donate x dollars via PayPal (e.g. $100) for being listed,
i.e. the money helps to sustain the project and it's fair
from a community point of view (i.e. everybody contributes
something back)
I agree with Peter that a frequently run script based check
regarding the existence / online status of the dedicated page
would be very useful in order to avoid "zombie entries".

I think it is OK to ask a fee. After all, for busniness listed it is
marketing. And they also can exist (partly) because OOo exists ...
This of course alongside other actions to improve the list, what Peter
is writing about.
