Whilst I am aware of ALC privately, as Swapnil shared the inititiative with me 
a few weeks ago, I'm concerned that there is no formal ComDev announcement to 
the general public --via annou...@apache.org.

ComDev announcements to dev@ are restricted to 900 receipients. 

The general ASF announce@a.o list is the ASF's official notification mailing 
list and has more than 5,000 recipients. 
http://apache.org/foundation/mailinglists.html#foundation-announce

If we're having new initiatives coming out of ComDev, they need to also be sent 
to announce@. This is not limited to ALC, so please don't think that I'm 
singling this one project out.

So let's get ALC announced to the community at-large (via announce@) with 
pointers to the project page(s) and ways for folks to get involved.

I'm copying ComDev VP Sharan Foga, with the ComDev PMC in blindcopy, and ASF 
M&P to keep everyone in the loop.
