I'm not disagreeing with you or Sam.  However, the ASF has a core tenet
that we don't pay for code and funding outreachy directly will likely
cross a threshold that we are doing so.  If there is a risk about the
optics around this, I am cc;ing M&P and suggesting they be involved to
draft a PR should it ever be needed to explain our side of things. 
That's why we have M&P to help on just these type of issues.
