So I'd rephrase the moderation comment:

Your comment has been rejected as not helpful in moving the project forward.

Do the moderation guidelines need a special case for unhelpful-through-repetition? To take an extreme case, posting exactly the same message 100 times would be unhelpful, even if the message in itself were on topic and otherwise fine.
