No, not necessarily. They just need to update the InternetExplorer (this
will install the necessary bits...) IIRC it is only the DCOM-update that
is needed (but I'm not sure about this). So you can install OOo 1.1.4 on
win95 when you "update" your windows first.

Not all Mac OS X builds are made widely available. For instance the download pages says 1.1.2 at the last check.
