I've created Help:Translating, and edited the Wiki Editing Policy to
transclude the text from the Help page back into the Policy page.

A small update on this... I found a way to add a note to the Edit form in the Wiki (on a System messages Wiki page called MediaWiki:Edittools). I've added a note using the Documentation Caution template that directs people to the Help:Translating page.

Is it too much? Enough?
