There is one problem with your suggestion which may explain the current code.
It is like this:
When some other bundle is updated or uninstalled, fileinstall calls
refreshPackages and that can move some managed bundles from STARTED state to
INSTALLED state (e.g., a required package is no longer available). fileinstall
will never try to resolve and start those bundles even after the required
package becomes available in the system. Should this be taken care of by the
underlying framework? I don't know, but the framework is definitely candidate
to provide this functionality.
