What about checking the state of bundles managed by fileinstall after the call
to refresh ? If they have not been successfully restarted by the refresh, we
add them to the list of startup failures so that they will be tried again
later. This would not work for bundles that have been unresolved by the call
to refresh but are not managed by fileinstall, though we could also detect
those I guess.
