The thing I'd like to avoid is having fileinstall performing some action as a
side effect of an action initiated by the user through another mean.
The problem of listening to FRAMEWORK_REFRESHED events is that those might be
caused by a refresh done by the user instead of the one from fileinstall.
I'm wondering if we should keep the patch as it is and not try too much to
manage those failures. I think those should be rare enough ...
