That sounds reasonable. I will apply the patch for FELIX-938 with the
proposed change.
What do you have in mind for stopping watched bundles ?
I wonder if we could reuse StartLevel#isBundlePersistentlyStarted to try to
start all managed bundles that are stopped but marked as persistently started.
