1. We can't check the status of bundles immediately after the call to
refreshPackages returns, because refreshing of bundles happens in a separate
thread. We can check the status of bundles upon receiving FRAMEWORK_REFRESHED
event.
2. I don't think we care about bundles not managed by fileinstall.
