dev is for discussing anything that relates to the project's development, including infrastructure etc. private should be used as sparingly as possible, i.e. only for stuff that absolutely needs to be private, like committer/PMC member elections - the idea is that everything happens on public/archived lists, as much as possible. -Bertrand
