"Font fallback fonts" are needed when it is possible that a system does not
have the fonts that directly match the default fonts or a document's
originally selected font.

"Glyph Fallback fonts" are needed when it is possible that the selected font
does not support all required glyphs. E.g. a company writes alls invoices
using the "Bookman" font and charges its customers in locale currency.
Since Bookman doesn't support the Thai currency symbol there is a potential
problem that glyph fallback tries to ease. When a correct font is selected
directly there is no need for glyh fallback, though.

"Font fallback fonts" can be manually specified in
officecfg/registry/data/org/openoffice/VCL.xcu

The heuristic which tries to determine which "glyph fallback font" is the
best match for both the original font and the required script still has a
lot of potential for improvement. So a recipe on which file to edit to
change the current glyph fallback preferences is only valid for the short
term: search for aGlyphFallbackList[] in vcl/source/gdi/outdev3.cxx

Speaking of the localization documentation I think it is worth mentioning
that the fonts used in a specific locale often have multiple names. E.g. an
english, a chinese and a japanese name. Knowing these translations is
important for document import etc. The ImplLocalizedFontName array in
vcl/source/gdi/outdev3.cxx is currently used for this but in the future we
will provide a mechanism to specify font name translations in VCL.xcu
instead.
