Having had a second look at chapter 13 I suggest to change it to something like: There are situations when a script is used e.g. in a document or in the UI, which the selected font does not support. E.g. Times does not support Khmer script. It could happen that Khmer script is used but the Times is active. OOo detects that the font does not cover Khmer and tries to do something reasonable by temporily selecting an alternative font, which supports the script. The list of alternative fonts is currently fixed, but this will probably be changed in subsequent versions of OOo. The difference between "font fallback" and "glyph fallback" is, that in the "font fallback" case the selected font is not available. In the "glyph fallback" case the font is available, but some of the text rendered in the original font is not supported by the font. The info about font name normalization I gave you in the older mail needs a correction.
