Jeff is speaking from his experience with 2.0 development and I would have to
agree with him in this regard. However, I think it is possible to maintain CTR
and ask committers to be more conservative in what they commit to the tree
before reviewing it on the dev list first.  That's how we ran the entire 1.3
development (I join about 1.3b1 time). By comparison, 2.0 (and recent 1.3)
development has been sloppy.
