That was January - the Jena 2.13.0 release was in March and OSGi was one
of the focii at the release and Stian things moved on. I think the
Jackson issue is fixed (?? I don't use OSGi)
That leaves the point about some Clerezza launchers not needing TDB. I
don't see why just not using it isn't an option. It'll be about
0.5Mbytes difference. After all, almost any dependency has bits you use
and bits you don't.

NOTICE and LICENSE have been changed. These would go into the Apache
release maven repo.

Could you have used Jena's OSGi artifact?
The binaries have had the NOTICE and LICENSE files replaced in both jar
and sources.jar. These miss the necessary declarations.
