[~graphity] - yes, that are tagged but that happens automatically during the
maven release plugin and it is before the vote formally makes it a release.
A single step of adding a tag "docker-3.13.0" to match a pattern as a post-VOTE
stage would I think be fine if we can point to a place within the Jena git
repo. (We have been using variants of jena-x.y.z for the proposed release so
that name isn't good).
