This proposal reduces the amount of Jenkins job generation codes and the risk of maintaining build-chain. GHA is relatively easier, so hopefully more people including me will get involved in CI.
Negative side: I'm not comfortable with "immediate vote" for such a big topic. We can go for a vote after a proposal + a few days to share opinions even if a conflict is not resolved, so it wouldn't cause "endless conversation".
