Not sure if localizations will still be updated at this point where

See it from a different point of view: polling for changes doesn't
scale. One (or several people) would have to inspect the location
whether a new file is there. At what time intervals? How would they know
the file is "in a good shape" and ready to use?

An issue filed on the other hand pushes information to the people. An
issue assigned to a CWS immediately tells everyone that "this specific
revision of that file" is present in the source tree and when it was
integrated.

Ah, size may be a problem, indeed.

Don't know, probably not. However, changing a file, whether attached or
not, after an issue was processed usually does not result in the desired
effect.
