yes.
The approval of an RC would mean, that this given RC could become final.
As we know that RC1 hat some showstoppers it doesn't make sense to
approve that RC .. but as long as no RC2 is available for your
localization, testing RC1 is the best you can do. If all is ok with RC1,
just do some very basic Tests on RC2 to approve that build.
