There is no need to specify such threads. We have one global ML for all issues related to L10N and I18N and nobody cares about strict separation. But in general case, translation issues can be separated from general l10n issues. Sure, "everything about localization" includes translation, but think l10n as a superset and translation as its subset. It's some kind of refactoring of huge architecture. Don't let huge become bloat. :) Of course, most of us will subscribe to both of the lists (including myself), but there are people who doesn't have to read messages about translation process but they want to participate in global localization and internationalization tasks.
