Yes. (just confirm my question in the issue to make sure nothing is
missing here.)

The reason why the current sl-SI dictionary extension has no localized
entry for sl is propbably that it was created in-house. We probbaly only
had the dictionary files and license texts available at that time and
thus the extension just features English text (we can't write Slovenian
^_-) and the date as identifier proxy.

There are no easy means to provide localization for the display name in
pre installed extensions, because the description.xml files are not
localized at all.
I heard it was planned once but we never found the time for it.
Thus currently the only means would be for the extension provider to add
them directly.

But feel free to write an issue (feature request) for localizing the
extensions display names. I was told it would be nice if someone did
that since it was originally planned anyway.
Set tooling as component and add 'jl' and 'ihi' to cc list.
