I was starting to think my PC be jynxed :-)
From my tests it's not true that it does nothing, it simply works just
for the first time.

I am not sure how much the workflow framework has been changed between
1.2.X and 1.4-dev, for instance I cannot find the place where the
workflow is actually being saved (after doing a grep on the build dir).
In 1.2.X it is kept within content/workflow, but I just realize that
this might be the problem, that the workflow is not being copied during
the build process, because it's empty within the source ...
