Yes, Laurent was involved all the time. He wanted to help converting
dictionaries to extensions as he mentioned in this thread. The plan was
to replace dictooo by extensions until the final release.

This is something we still want to discuss. My personal POV is that
though UI language and spell checker language are not the same thing,
there is some correlation. So it's a safe bet to assume that a language
pack for a particular language also should contain the corresponding
linguistic files. Adding english (_us?) is something we could do also,
for others we should think carefully. This addresses the frequent
complaints about the superfluous dictionaries in a default OOo
installation.

BTW: an installed dictionary can be replaced by a new version deployed
as extension without poking in files in the installation.
